Currently, libpolkit-qt-1-1 is not upgradable on a system that does not
use systemd and no consolekit.

The dependency "libpam-systemd | consolekit" is fully unneeded for the
functionality of the package and optional. All working pretty well
without.

Please at least reduce the above dependency to Recommended or better,
Suggest as it is not needed for the package.

I just wanted to add that I, too, got bitten by this when I recently
upgraded one of my systems from Jessie to Stretch. The suggested fix seems
reasonable to me.
