Dear Maintainer,

could it be possible to add an option, perhaps in /etc/default/resolvconf or something, to simply disable resolvconf?
in many cases it just causes confusion

In general services shouldn't implement their own enable/disable
mechanisms; that's what init systems are for.

Resolvconf isn't a typical service, however. It's really a bit of
infrastructure — standard in Ubuntu, optional in Debian. If you don't want
it then you should remove the "resolvconf" package.

If you only want to disable resolvconf's management of /etc/resolv.conf
then simply delete the symbolic link at /etc/resolv.conf.
