This is related to Bug #798413 and it's also quite "kafkian".

I did a source-only upload and it was REJECTED with a message like this:

Source-only uploads to NEW are not allowed.

Please feel free to respond to this email if you don't understand why
your files were rejected, or if you upload new files which address our
concerns.
------------------------------------------------------------------------

When the upload is not source-only and it's not immediately accepted
for the same reason (i.e. requiring NEW processing), the message is
like this:
------------------------------------------------------------------------ binary:ekg2-api-docs is NEW. Your package has been put into the NEW queue, which requires manual action from the ftpteam to process. The upload was otherwise valid (it had a good OpenPGP signature and file hashes are valid), so please be patient. [...] ------------------------------------------------------------------------ Omitting long explanations about how the NEW queue works is ok, but at the very minimum, the uploader should be told about *what* part of the upload is considered to be NEW. Thanks.

It mentions both binary packages and source packages.
