   * What led up to the situation?
     Click Shutdown. Shutdown countdown timer appears.  Bring the mouse cursor
to application launcher.  Screen starts flickering.
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
   * What was the outcome of this action?
   * What outcome did you expect instead?
     Screen should not flicker.  Background menus should be disabled completely
and enabled only if i click cancel in the shutdown countdown timer.

Small observation now... Flickering also  happens when I move the cursor to
the desktop corner (corner glow - not getting the correct term for it but
the corner glow means there is some action assigned to that window cornor)
