The man page and source for the dotfile .XCompose says the file should live in
the home directory of a user.  The XDG Base Directory Specification suggests
config files should live in `${XDG_CONFIG_HOME}/XCompose` or
`${XDG_CONFIG_HOME}/XCompose/config`.

The source for locating the XCOMPOSEFILE and man page source look approachable:

I'm very willing to undertake this bug myself.
I'm a new contributor to Debian so I would appreciate any advice you may be willing to provide.
I suspect this is an issue that should be solved upstream of Debian, (if accepted here).
I've done a cursory pass on libx11's upstream bug tracker and didn't find anything relevant.

Thanks for your report.  Indeed this should be addressed upstream.
http://www.x.org/wiki/Development/Documentation/SubmittingPatches/ has
guidelines for patch submissions to X.Org.
