In the Region & Language dialog, "Formats" says "United States
(English)", yet if I click on it to see the details, it shows
"Measurement Metric" and "Paper A4".  Either the dialog's label of
"United States (English)" is incorrect, or what that label maps to is
incorrect.

Could you please try again with a recent version of GNOME?

I quickly checked with gnome-control-center 3.26.1 and it says US
Legal/imperial when selecting US English
