apcupsd has a build-depends on libusb-dev. A few years ago upstream
has released a new major version libusb 1.0 with a different API which
aims to fix design deficiencies with USB 2.0 and 3.0 in mind.

The old libusb 0.1 package is not supported upstream anymore and should
be considered deprecated.

If apcupsd supports the new libusb 1.0 library, please consider
switching the build-depends from libusb-dev to libusb-1.0-0-dev. If not
please inform upstream that porting the software to the new API is
recommended.

Unfortunately I have no idea how to port apcupsd to libusb 1.0. Upstream
is dead for quite some time, so is no help either. At least I have a patch
for configure to search for libusb-1.0 now, but this results in a lot of
compile time errors.

Maybe it is time for everybody to move to nut?

nut might not be a proper replacement for all cases, for example not sure
if it has support for APC Back-UPS RS 1500MS2

Sure, but as long as there is no port to libusb-1.0, this package will
automatically disappear.
As APC (or Schneider Electric nowadays) still develop their PowerChute
software, and deprecated the USB HID,  I wonder whether it makes sense
to keep apcupsd alive ...
According to your github issue, sooner or later nut will have complete
support for all APC products.

Looking into it, it sounds like for APC Back-UPS RS 1500MS2 to work with
nut,
it might need some forked version of libmodbus. Not sure yet if that's
something
that will need a separate package in Debian or may be Debian can just start
using
the fork instead of regular libmodbus? But either way, it doesn't sound yet
like a
straightforward replacement.
