#81691 'index packages' doesn't do substring searches

/usr/share/doc/debian/bug-log-mailserver.txt and
http://www.debian.org/Bugs/server-request both say:

   index packages package
          Requests the index pages of bugs in the system for all packages
          containing the string package. The search term is a case
          insensitive substring. The bug index for each matching package
          will be sent in a separate message.

Substring search doesn't work any more, though. I just tried 'index
packages cgic', as I'm thinking of adopting the libcgic* and
cgic-capture packages; I got "No reports for package cgic found". I then
tried 'index packages shap' - I know shaper has one bug open against it
- and again got "No reports for package shap found".

The documentation has been updated now to say "The search term is an
exact match", so this is now just a wishlist bug for this to work.
