non-ascii characters entered into a PDF form are garbled.
To reproduce:
get the form from https://drive.google.com/file/d/0Bxa8XFyD9QWFV1ZfWWowT2ZhTjg/view
Enter 'c with caron' (https://en.wikipedia.org/wiki/%C4%8C) to the first field of the form.
Move the focus to the second field.

Result: instead of c with caron, 'fi' is displayed.

This is fatal as PDF forms are used to communicate with the government a lot.
