   * What led up to the situation?

Tried installing debian unstable through netboot mini.iso ( 35MB )

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

live CD built against latest sid still has this problem.

Install fails at Partition disks step.

    Failed to load installer component
    Loading libc6-udeb failed for unknown reasons. Aborting.

I am not familiar with d-i. Does anyone know how kali fix the problem?

happens to me too, using iPXE pxe boot to netinst image, amd64, real

seems it's fixed in the daily installer builds, and thus it should be safe
to assume the fix will be part of the next installer (alpha 8?). grab daily
build copy here https://d-i.debian.org/daily-images/amd64/daily/ , it works
for me.

according to a guy on irc://irc.oftc.net/#debian-boot :

<adsb> (...) the next build will automatically pick up the current versions
and work as expected

hello

i stumbled on the same bug in a PXE based installation on vmware

the console displays a segfault and "error 4 in libc-2.23.so"

the same install succeeds with a 15 Gb disk but fails when the disk is
100 Gb

my partman reserves a few Gb space for / , /tmp, /usr, /var/log, and
stick whatever space is left in /var

i attached the screenshot of the console for reference

From your screenshot it looks like Ubuntu you are installing - we hit this exact issue with Ubuntu 16.04 (Xenial), when using the original netboot image. It seems there is some sort of conflict between that and the latest libc6-udeb package the installer retrieves (from xenial-updates).

Using the latest netboot image from xenial-updates resolved things for us, so I'd suggest ensuring whatever you're using to boot the installer is up to date.
