popbugs doesn't need and shouldn't require popularity-contest.

Programs like check-enhancements (also in debian-goodies) and
how-can-i-help contain examples for better ways of getting the
list of installed packages.

Long-term it would make sense to obsolete popbugs by adding
"--show RC" functionality to how-can-help instead of keeping
a separate program in a different package for that purpose.

That's the point: It doesn't just need the list of installed packages.
It needs meta information about these packages. Meta information,
popularity-contest already has gathered.

Hence tagging this as wontfix and downgrading severity to wishlist.
