This happens only, when i'm a user.
Change to root with sudo, the behaviour in the same terminal stops.
Back to user with exit, the whole window moves again on resizing it.

This bug was gone for a long time, but seems to have reappeared
recently. Also see these upstream PRs:

I notice that the Debian changelog claims to have fixed this: Mutter
3.38.1-2 lists "Fix resizing issues (LP: #1878293)" and 3.38.1-3 lists
"When resizing terminals interactively, don't offset the position" in
the update to 3.38.1-33-g067af969c.

However, the problem is still there both in 3.38.1-2 and in 3.38.1-3.

This seems to be fixed in mutter 3.38.2-1.
