Greetings.

I'm writing to you because I have a humanitarian request that I believe
could be incredibly impactful. I'm reaching out about the recent
devastating storm that tragically claimed many lives and affected numerous
individuals in Libya, including one of my clients. I would like to discuss
a proposal with you that could enable us to extend a helping hand to these
victims.

Looking forward to discussing this further with you.

Warm regards,
Mrs. Nathalie Herolds

Attached is a patch adding a manpage for snapctl.

Content is sourced directly from snapd's own command registrations in
overlord/hookstate/ctlcmd/*.go (the addCommand() short-help strings for
each subcommand), so the description of each snapctl subcommand matches
what's actually registered in snapd 2.76.3-2 -- including correctly
leaving out "is-ready", which is present in source but explicitly
disabled (see overlord/hookstate/ctlcmd/is_ready.go, marked "temporarily
disabled to prevent partial implementation in release").

Verified:
- debian/snapctl.1 renders cleanly through groff/man, no warnings
- Patch applies cleanly against a fresh pristine 2.76.3-2 source tree
- dh_installman correctly installs it to usr/share/man/man1/snapctl.1
  after the patch is applied

Changes:
- debian/snapctl.1 (new)
- debian/snapd.manpages (register the new manpage)
- debian/changelog
