Debian Unstable on 16th of July 2017.

It's not clear on a first glance if its the same implementation as an
Evgeny Kotkov is cited as author (or committer, not sure) in the
upstream changelog.

But
https://github.com/kjdev/apache-mod-brotli/commit/4c65aac500ce7e89d7afc8af69e836fc90303c50
added a note to the README file stating "Please use the official
module since Apache 2.4.26". So I currently suspect these are
different implementations.

Nevertheless closing this bug report as this module is either included
upstream or obsolete/superseeded.
