#858290 libnet-whois-parser-perl: reversed NO_NETWORK env var breaks autopkgtests

The latest upload of libnet-whois-parser-perl reverses the sense of the
environment variable for network tests, from opt-in (CONNECTED_TO_NET=1) to
opt-out (NO_NETWORK=1).

This works fine for Debian autobuilders since you set the variable
explicitly in debian/rules.  And it works fine on Debian's autopkgtest
infrastructure, because apparently they allow network there.  But it breaks
on Ubuntu's autopkgtest infrastructure, which uses the same network policy
as the autobuilders:

http://autopkgtest.ubuntu.com/packages/libn/libnet-whois-parser-perl/zesty/amd64

Since these are automatically-generated autopkgtests for perl modules,
rather than ones manually declared in debian/test/control, there is no
opportunity to set the environment variable for test environments where it
is required.

I would recommend reverting the environment variable to the previous sense.

Oh, good to know - that wasn't obvious from the changelog of this package
that it was being standardized in pkg-perl-autopkgtest.

I'll go ahead with cherry-picking this change into Ubuntu.
