This doesn't appear to work:

usertags 123456 - foo + bar

However this does work:

tags 123456 - wontfix + fixed-upstream

It would be nice if both of them worked.

I note the documentation matches the current behaviour and would need
to be updated to match the tags documentation if the behaviour changes.
