queue-viewer attempts to automatically generate comments files
associating uploads synced from security.d.o with the relevant DSA,
based on data from the secure-testing repository.

This works well most of the time, but there are a couple of issues with
the functionality:
- sometimes when such a comment is marked for ACCEPT, a new comment
file (in state "UNKNOWN") is generated
- the UNKNOWN comment file is used by queue-viewer in addition to the
ACCEPT, leading to (at best) confused output
