I noticed the following error message in the journal:

Jun 05 14:21:17 blkdeactivate[27339]: /sbin/blkdeactivate: line 345: /bin/sort: No such file or directory

It appears that SORT_MNT refers to /bin/sort when it should be
/usr/bin/sort.
