packaged and uploaded.

Due to I haven't heard anything from Balasankar. I will just proceed
with golang-github-gopasspw-gopass-dev packaging for chezmoi. And I am
welcome if Balasankar or anyone else who wants to enable the binaries
with team upload.

For you information. As I mentioned earlier,
golang-github-gopasspw-gopass has been already arrived in unstable.
Due to I know this ITP exist. I packaged
golang-github-gopasspw-gopass-dev with full dependencies without add
anything to DH_GOLANG_EXCLUDES to reduce it's dependencies.

Anyone who are insterested to ship the binaries into the package,
please also put yousrself as uploaders for co-maintainship.
