This package is actively maintained, and seems to have users on
melpa. It will be removed from emacs-goodies-el soon as part of our
unbundling effort. I don't feel qualified to maintain it because of
lack of Japanese language skill.  I'd be happy to help with using
dh-elpa to package, if needed.

Nick Steeves pointed out to me that tc.el in emacs-goodies-el is
trivial-cite. So no urgency to package this. Feel free to just close it
if you think there are better options already for Emacs.
