The recent upgrade did not deal with obsolete conffiles properly. Apologies, I forgot about that bug and since it was closed I did not see any reason to submit the bug. I suggest keeping this one open and marking it wontfix so that myself and others do not file it again.

Expected by whom? I read most of this; it gives some general guidance that conffiles should be removed from disk in the usual case, as well as details about good ways to achieve that goal. In this case, the maintainer of the package (Sam) has expressed a desire to not remove the file. Is there policy that overrides the maintainer's discretion, here?
