When I have a new empty tab open, the debianbuttons popup creates a new
tab but when I have some other website loaded, the debianbuttons popup
changes the URL of the current tab to the Debian URL type I selected.
This seems like the opposite of what it should be doing, if I have an
empty tab I want it to be used but I don't want tabs to navigate away
from existing sites.
