#915012 [gnome-shell alsa plugin] Gnome with the official sound plugin in Debian Stable does not control audio consistently. Notifications still keep the highest level of audio, and so do sounds for instance from games.

Inconsistent audio settings. Gnome shell does not apply the audio

I did further testing on this bug and found out that is it not caused
by system apps but rather by flatpak and snap apps. They are sandboxed
so they access the system sound separately. I was using minitube, a
youtube app by flatpak. So you can either keep the bug about such apps
or close it. Best,
