A cross platform nodejs package to make sure that the calling program can be sure
that NTP time sync is enabled, no matter where it is being run.

Unfortunately Debian/GNU/Linux support is...sketchy and part of packaging this is
probably going to involve actually making it work along more use-cases that involve Debian.

node-os-timesync is a dependency of mist ( #827314 ).

I see some RFPs submitted for packaging node modules which are part of
node-prettier. Is it fine if we ask GSoC applicants to complete this
RFPs for evaluating them.
