Upstream is going to release a new major version of the library: libmseed3.
For the moment the 3.x tags are marked as pre-releases on GitHub.
Once released as stable and once Debian is out of the freeze I'll package the
new version and request the transition. Progress will be tracker here.

Apparently the two tools in Debian depending on libmseed (sac2mseed and
mseed2sac, which I maintain in the Science team) do not support
libmseed3 yet. Upstream ships them with a "vendored" version of
libmseed2 within their source tree, which is excluded from the Debian
source package as we want to use the packaged version.

I have the packaging for libmseed3 ready and I will upload it to
experimental at some point (it needs to go through NEW as there's a new
binary package), however there is no strong reason to do so urgently.
