Currently after apt update && apt upgrade primus brakes these packages
(which i don't have installed on the system anyway):

primus : Brakes: libgl1-nvidia-legacy-390xx-glvnd-glx (>= 0) but it
will be installed 390.116-1
          Brakes: libgl1-nvidia-legacy-390xx-glvnd-glx:i386 (>= 0) but
it will be installed 390.116-1

Also these packages are conflicting:

nvidia-nonglvnd-vulkan-common : In conflict with:
libgl1-nvidia-legacy-390xx-glvnd-glx but it will be installed
390.116-1
                                 In conflict with:
libgl1-nvidia-legacy-390xx-glvnd-glx:i386 but it will be installed
390.116-1

Control: reassign 929525 src:nvidia-graphics-drivers 418.74-1
Control: forcemerge 929521 929525

I cannot reproduce this, the upgrade was fine on my laptop, and
installing in a chroot works fine too. Yes the 390xx series gets
installed if recommends are enabled, but that was intentional, and it's
sufficient to use --no-install-recommends and the existing series was
upgrade just fine.

I have the same bug. I believe the issue is due to the primus package
recommending the legacy driver in addition to the current driver. Is this
the intended behavior?
Note that I _was_ able to upgrade my nvidia packages with
--no-install-recommends.

I can confirm the issue and using the flag on apt avoided getting the
nvidia driver switched to a legacy one
