I have retitled #496930 and renamed the package there as emacs-dvc
which I find more appropriate, and which other distros like Guix also does.

Mo (lumin), I saw that you came pretty far in packaging DVC (dvc.org) at

Would you be so kind as to continue your work and upload dvc into Debian proper?
I'm very interested in this software too, e.g. as a potential
replacement of Git LFS for storing large CSV files generated by
OpenQuake which my fellow team members work with day to day.

I stopped working on it due to bulky unpackaged python dependencies
(and don't know how it looks recently).
