That's a curious version to report against at this point in time;
current debian buster/stable has 2019.01, stretch/oldstable has 2016.11,
and experimental has 2019.07.
Are you able to test future versions on an ongoing basis? Please read:

There's both the orangepi_one (H3, armhf) target and the
orangepi_one_plus (H6, arm64). Which do you have?
If it's the orangepi_one, Adding to:

If it's the orangepi_one_plus model, you may also need to update
arm-trusted-firmware and the u-boot-install-sunxi64 script.
It should be possible to get into unstable soon, and maybe a debian
buster/stable point release if you can do thorough testing.
