Cell background colours are broken in tabu. When I change
the MWE to use the tabular environment…

 \begin{tabular}{|l|l|l|}

… things look as expected. Building on stretch (don’t have
texlive in buster handy) is also expected.

Also exists on latest sid. (I’ve initially reported against
the older version on the system I noticed it on so you might
have it easier to track down the change at fault, but rete‐
sted, in case it was already fixed.)
