Sometimes when I open the lid on my laptop to unsuspend it after logging in I
get prompted for my wifi password.  This happens about twice a month.  One
network this happens is on my office network and I can't be certain that
nothing was changed there (although the IT people assure me they didn't change
anything).  The other network is my home network where I can be certain that
nothing changes.

I expect that I should only have to enter a password once for each Wifi
network.

How are the passwords stored? System-wide or in the user
session/keyring? If the latter, which desktop environment is this?
When you resume, is your desktop session locked? Is your keyring locked
as well?

KDE. Passwords stored per user. When I resume the desktop is locked but the keyring isn't.

I'll look into getting logs.

To rule that out, could you, for testing purposes, store the password(s)
system-wide.
