This file contains information on what would happen if that exact same set of
binary and source packages were in unstable and trying to migrate. A low
priority info field that said something like

  Packages in experimental:
  if these packages were in unstable, then they would not be able to migrate
  for the following reasons:
     …
  These issues might need addressing prior to uploading the package to unstable.

Related to this request, it would be helpful if experimental excuses
were linked on package tracker pages.

qa.debian.org provides such links
e.g. https://qa.debian.org/developer.php?login=dparsons@debian.org
currently links to experimental excuses for scipy at
https://qa.debian.org/excuses.php?experimental=1&package=scipy

But the tracker page for scipy at
https://tracker.debian.org/pkg/scipy
does not provide the link to excuses.php?experimental
in the "testing migrations" block.

When the package in unstable is migrating to testing,
the "testing migrations" bloock summaries the issues affecting
migration, but only from unstable to testing.
The pseudo-migration from experimental to "testing" is missing.

would be sufficient.
