apt upgrade gives:

I don't think this is a problem in the package, or at least I have no
idea what we could do on the packaging side.

AFAIK dpkg creates its "list file" [0] on unpacking, and if there is
a problem with it this looks like either a local issue (disk full?
dpkg interrupted? …) or (less likely) a dpkg bug.
