gnome-phone-manager is no longer maintained upstream. The most recent
code commits appear to have been in 2012 and its upstream git repository
and wiki page have been archived:

* https://gitlab.gnome.org/Archive/phonemgr
* https://wiki.gnome.org/Attic/PhoneManager

It also depends on deprecated/obsolete libraries including GConf and
dbus-glib. No packages depend on it, and its popcon score is declining.

It probably shouldn't be in future Debian stable releases without someone
taking over upstream maintenance.
