I'm not a huge Star Trek fan or anything, but isn't "quadrant" in the
following supposed to be "sector"?  I thought there were only 4 quadrants.

The attached patch fix the bug. There is only four quadrants in the galaxy, so
we have to speak about sector here.

I previously noted that the documentation (trek/USD.doc/trek.me) says that

  For the purposes of the game
  the galaxy is divided into 64 quadrants
  on an eight by eight grid,
  with quadrant 0,0 in the upper left hand corner.
  Each quadrant is divided into 100 sectors
  on a ten by ten grid.

If there are specific places where the code disagrees with this
documentation, those particular places - only - should be fixed; not
anywhere using the terms in accordance with the documentation.

FWIW, the particular definition of "quadrant" that splits the galaxy up
in four was invented for the TNG series, and was not used in the
original series.

This game actually predates TNG (yes, it's that old), which is why its
definition of "quadrant" does not agree with what indeed is now star
trek canon. But I don't think that matters much...
