What needs to be done is w3m should print an error message:

"For your safety, w3m rejects unsafe older obsolete security protocols"

Why?

Because the current message,

might mean:

1. w3m needs to be updated.

when the problem actually is

2. the website needs to be updated.

But nobody can tell.

As a bonus w3m could list the workarounds.

(If this were chromium, it would say "[ ] proceed anyway?", but w3m
doesn't need to be that fancy.)
