Control: reassign -1 libjs-uglify

While technically this bug is against the source, I'm reassigning to one
of its binaries because we have a binary with the same name build from a
different source package at a higher version. I suspect that confuses
the bts to think this bug doesn't affect unstable and testing. Let's see
if this helps.
