My dhcp client (isc-dhcp-client 4.4.1-2) gets 10.0.102.161 or
10.0.102.162 on every other reboot.

AFAIR this is not supposed to happen. The client is supposed to
keep "his" IP address, unless it is given to another host.

Leases files are attached.

The client is an LXC container, i.e. it reboots within 1 or
2 seconds. If I shutdown the container, wait for a minute
(literally) and boot it again, then there is no such problem.
