The init script /etc/init.d/isc-dhcp-server ignores the OPTIONS variable in
/etc/default/isc-dhcp-server.

Changing for example

OPTIONS=""

to

OPTIONS="-user iscdhcpd -group iscdhcpd"

will have no effect.
