Indeed, it tries to load a module that doesn't exist. The correct name
is 'capng', without the underscore. This is also reproducible on all
architectures, not just arm64.

To change the name of the module, we need to create the file
'debian/tests/autopkgtest-pkg-python.conf' and specify the correct
module name.
Now, even if we provide the correct module name, the test would still
fail. We are being hit by this bug [1] in autodep8. Because of the
build-dependency 'python3-dev:any'. autodep8 will test for all supported
Python 3 versions, even if we only build for the default one. As of this
mail, the test will fail for Python 3.9, since Python 3.10 is the
default.

To fix most of the issues with this package, I've prepared a salvaging
upload for libcap-ng (versioned as 0.7.9-3), debdiff attached. I have
uploaded it to mentors awating sponsership, this will then be uploaded
with at least DELAYED/7. Please feel free to tell me if I should delay
it longer or even cancel it.
