When starting a gnome-terminal window, the terminal defaults to a 80 columns by 24 lines terminal window. Maximizing that on my FullHD monitor results in whatever fits in the display. Restoring that back to the "regular" size then results in a 79x23, rather than a 80x24, terminal window. This can be repeated, until the window has 47 columns and 3 lines, at which point the window no longer resizes smaller. In case it is relevant, I changed my profile so that I have a 9pt monospace font.
Dear Maintainer, I can confirm that this bug still exists for Xorg. It's not an issue for Wayland.
