#981129 nginx-common: suggested packages are not visible when installing nginx

Dear Maintainer,
While I use Nginx for nearly 5 years now, I never noticed the suggested packages in nginx-common.
I think those packages should be suggested by all of nginx core, extra and light versions.
This is strongly needed by fcgiwrap and ssl-cert which are a requirement when using Nginx with some other Debian's packages that require an httpd server with cgi, but don't need a heavy one like Apache.
