Pygithub is completely dependent on Github API, which is a proprietary software. I believe this package must be in contrib section (instead of main).
Debian Policy chapter2.2.2 says that 'wrapper packages or other sorts of free accessories for non-free programs' should be in contrib section of the Archive.
pygithub is clearly 'free accessory' for 'non free' Github server.
