Dear Maintainer,

After a fresh install of kde-plasma-dekstop multiple components in
systemsettings are reporting "Error loading QML file"
"file:///user/share/kdpackage/kcms/kcm5_icons/contents/ui/main.qml:28
module "org.kde.newstuff" is not installed.

Even though qml-module-org-kde-newstuff is listed as a dependency of
plasma-desktop-data:

$ apt-cache showpkg qml-module-org-kde-newstuff
Reverse Depends:
  knewstuff-dialog,qml-module-org-kde-newstuff 5.78.0-4
  plasma-systemmonitor,qml-module-org-kde-newstuff 5.66.0~
  plasma-desktop-data...

qml-module-org-kde-newstuff is not actually installed and attempting to
reinstall plasma-desktop-data does not install it.

Looks like you aren't installing recommended pacvkages.

Have you disabled them in apt.conf or are you using "apt-get
--no-install-recommends"
