The English (Dvorak, alt. intl.) keyboard does not have a way to type a breve symbol.
Based on the other us keyboards that do allow a breve symbol, this is typically put
on the 9 key.

I propose that the line:
    key <AE09> { [         9,  parenleft,  dead_grave, dead_breve      ] };

be added either to English (Dvorak), like the attached patch does, or to
English (Dvorak, alt. intl.).

Note that English (Dvorak, intl., with dead keys) already has dead_breve.
