I installed Debian 13 Trixie RC2 and selected Cinnamon during installation.
I encountered the same problem as described and tested both the “When
printers exist” and “When printing” options. In both cases, the icon
remained visible and did not respond to click or double-click actions.

After some investigation, I found that the issue was caused by
/usr/bin/lpq not being installed. Once I installed the cups-bsd
package (which provides that tool) and re-added the applet, the
problem disappeared.

d/control: add cups-client to cinnamon recommends

The printers applet, which is enabled by default in the panel, runs
/usr/bin/lpstat from cups-client to list printers and jobs. It builds
its menu and updates its visibility inside a chain of nested
spawn_async() callbacks, with the visibility update in the innermost
one, so when lpstat is missing the chain stops halfway: the icon is
never hidden and the "updating" flag is never cleared, leaving a printer
icon in the panel that ignores clicks.

That is exactly the failure reported in #993152, where the missing
binary was lpq from cups-bsd until upstream 6.6.7 switched to lpstat.
cups-client is a dependency of cups, so installations made with
task-cinnamon-desktop already have it, but installing the cinnamon
package on its own does not pull it in.
