After the update from Debian 10 to 11, the keyboard and the menus of XFCE
changed from german to english, despite the correct language setting
(LANG=de_DE.UTF-8).
I was able to correct the keyboard settings with ibus-setup, but I found no way
to set the language for the menus.

   * What led up to the situation?

Update from buster to bullseye

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

ibus-setup could repair the wrong setting of the keyboard for this user.
dpkg-reconfigure locales did not change the language of the menus

   * What was the outcome of this action?
Keyboard usable, but menus are still in english

   * What outcome did you expect instead?

To regain my XFCE Desktop I had with Debian Buster

Hello,

Maybe XFCE is not to blame here. As the LightDM greeter also switched to
English.

For me it's a bit dazzling that not all items changed their language,
leaving a mixture of English and German parts. Submenus (derived from
the .desktop-files) are still in the correct language, the time is
displayed German style, ans some of the title bars are also still in the
correct language.
Attached is a screenshot to show this.

Nevertheless it looks like I will have to do a clean installation of
bullseye, as I was unable to figure out how to reset the system to
German language.
