At least for systems I wanted to rescue, it was very likely I had to fix
something inside the / and/or /boot and/or /boot/efi partitions, so
mounting all the things©®™ (as prompted for by the installer in rescue
mode once you pick a root filesystem) is likely to be a good idea, and
you can then use efibootmgr from within /target (asking for a shell in
the context of the installed system as opposed to the context of the
installer system).
Doing that would work with all d-i versions, without waiting for a
possible efibootmgr-udeb.
