libdbd-sqlite2-perl uses a vendored copy of SQLite 2.

SQLite 3 was released in 2004, and the the regular
SQLite 2 package is no longer shipped since bullseye (see #607969).

Ack.

There's one reverse dependency, but there libdbd-sqlite2-perl is only
optional and will be removed: #1011476 / beancounter
