Somewhere from 4.1.11-1+deb10u1 -> 4.4.2-3 all the sysV start files have disappeared,
and they are not created either. It means the service cannot be restarted or stopped,
but more importantly it will never start ever again.

This seems to be accidental since I don't see it being mentioned in the changelog (and
I also really hope it was accidental, would break a huge amount of servers).
