In order to use "adb connect" with an android 11 device, it appears to be
necessary to peer first with a PIN. This functionality is not available
in the
package, and this likely can be solved by updating to upstream 11+ (30.0.0
added wireless pairing)

I've also been looking for a newer adb version.
In testing and unstable in the non-free repo you find
google-android-platform-tools-installer which seems to superseed the adb
package. Right now it's in version 33.
